Homeowner Issues & Correspondence
Mia stated that Jeff had already addressed them, however she wanted to make sure they were included in the meeting minutes. There was one homeowner in April questioning how can we quote and use the bylaws to collect funds for nonpayment if the bylaws are invalid. There were a few emails and a few text messages from this homeowner which were referred to Jeff and we all (board and community) received a letter from Jeff addressing the issues. No further communication was received after that. Jeff asked if anyone had any questions. The bylaws do not expire, and the covenants could have in 2024 however no one took any action at that time, so they automatically rolled over for another 25 years.
Secretary Report
After dispensing the minutes of the April 15 2026, meeting, Mia asked if there were any changes, none stated. Jeff Beck requested a motion to approve April 15, 2026, meeting minutes, Elvira Cerauli made the motion to approve the secretary report as submitted, seconded by Mike Starsiak and passed.
Individual voting – Mike Starsiak Yes, Mia Kilgore Yes, Elvira Cerauli Yes and Mark Czuba Yes.
Treasurer Report
Here is the following summary of the deposits, expenses and fees incurred by the Association for the period of April 15, 2026 – May 19, 2026.
Our statement balance as of April 14, 2026, is $22,744.46.
Total deposits for this period are $6,104.38.
Total expenses for this period are $1,038.68.
Our total balance as of May 18,2026, is $27,810.16.
Mark stated the treasurer report does not include a dues payment that was received today however the open invoices for annual dues will be accurate because he showed said homeowner as paying his dues, so he wanted to make sure the board was aware of it. Also, said homeowner overpaid his dues so a check would be sent back to him for the overpayment amount. As of May 20, 2026, three (3) homeowners still have not paid their annual dues. Certified letters and US mail letters will be sent this year to those that are in violation after May 31, 2026. Jeff stated he will not be going door to door this year to collect unpaid dues. Homeowners will receive a final notice and then the lien process will begin. If any of the board members want to go door to door and collect any outstanding dues, they can. Jeff stated that people might not care for the board, they might not care for the Association itself, but people know that they must pay their dues. Jeff Beck requested a motion to approve cutting a check to the homeowner for overpayment of their 2026 annual dues. A motion to approve was made by Mike Starsiak, seconded by Mia Kilgore and passed.
Individual voting – Mike Starsiak Yes, Mia Kilgore Yes, Elvira Cerauli Yes and Mark Czuba Yes.

Individual voting – Mike Starsiak Yes, Mia Kilgore Yes, Elvira Cerauli Yes and Mark Czuba Yes.
Audit Update
Mark wanted to know what he should be discussing under Audit update and Jeff stated that Mark made some recommendations to the board, and he would like to know what’s been completed and what’s still outstanding. Mark stated part of the recommendations and one of the most obvious ones is that we were not asking for W9’s and copies of insurance certificates from vendors working for us. Mark stated he does not pay a bill unless those are on file and are correct. With regards to our taxes, everything has been entered into QuickBooks from the audit period until present date. Mark knows where we stand with regards to profit & loss with the Association for the past two fiscal years that end on March 31, 2025, and March 31, 2026. In 2025 we ended up with a small surplus (profit) of $982.25 and in 2026, we had a loss of -$2051.63. Because of the way the fiscal year ends, the due date for the tax return ending March 31, 2026, is not due until June 15, 2026, so we will be on time for this filing and late for the 2025 filing. Mark stated that he may need to file an extension for the 2026 filing because he will need board approval of our taxes and our meeting is after the due date.
Jeff stated no, the board can vote via email to make sure that we meet the required due date.
Landscaping Committee
Elvira Cerauli sent an email to the board regarding TruGreen prior to the meeting. The letter stated in part that TruGreen had not fertilized the area we had contracted with them and they also treated part of a homeowner’s property which the homeowner was upset about. TruGreen’s service manager for the area came out, met with Elvira and Elaine and walked the areas to be serviced. He apologized profusely for all the issues we’ve been having. Elvira stated she is comfortable with continuing with TruGreen for the rest of the year.
Architectural Committee
Mike stated that correspondence was received from an architect who is working with the owner of the property on Morning Dove. The architect was asking questions about site plans, floor plans, exterior elevations and colors. He also asked if we would accept PDF versions or a printed set for submission. We responded that we would accept a printed set and once received and reviewed, we would be able to accurately respond.
Mike stated he had not heard back from the wetlands bids. Jeff stated it’s too late to start now but that we would like to get things started in the fall of 2026 or the spring of 2027 at the latest.
Covenants & By-Laws Committee
Mia stated that she did have contact with Kerry finally and that we were interested in finding out information on keeping an attorney on retainer and also one that would help us with legal action for those homeowners that failed to pay their annual dues. Mia was waiting to get on Kerry’s schedule. Jeff stated that since our last couple of board meetings, there are a few things that the committee should discuss about updating. Jeff stated he would like the committee to get together in the next few weeks.
Old Business
Mike Starsiak stated he would help Mia purchase a computer for the board secretary position. They will do so in the next few weeks.
New Business
Jeff stated he is going to give the board an option to meet. We can skip June and reconvene in July and skip August or we can meet in June and skip July and August and reconvene in September. Jeff requested a motion to change our board meeting schedule and not have meetings in July and August of 2026. A motion to approve was made by Mia Kilgore, seconded by Elvira Cerauli and passed.
Individual voting – Mike Starsiak Yes, Mia Kilgore Yes, Elvira Cerauli Yes and Mark Czuba Yes.
Mia said she would make sure that Mary Beth Starsiak was informed about heading up the garage sale in September. Jeff stated that we need two more members at large as
these positions are still open. If any of the board members knows of anyone who is interested, please have them reach out. If the board loses another member, we cannot
meet. There seems to be less people interested and ultimately there won’t be a board.
Jeff does not think the residents want that but that’s where it’s headed. If we don’t have people who are willing to support the community, then the only alternative is to disband. We could have a management company take over which will increase our dues to monthly versus yearly or the village could vote to put special assessments on our taxes for the community on any necessary work that needs to be done on it since it will not have an HOA.
Mia stated that since we have made the preserve email address the only way for residents and vendors to communicate with the board, it has created a bit more work for her since she is the only one who monitors it. She stated that she will no longer be reminding members of follow up items. Since we are all on the board together, she would appreciate everyone helping by working their positions. Jeff stated if no one on the board has seen the automated response that goes out to anyone emailing the board, it states that we will try to respond within 48 hours and that Mia tries to adhere to that, so please be cognizant of that. Mia stated at the end of the day, we still are a business and should conduct ourselves as one.
Open Discussion
State Bank of the Lakes is holding free Shred Events in the month of June. Check with them to see which bank location is holding the event. Mia stated that she and Mark went to the bank to get Zelle set up for homeowners who want to pay their dues with Zelle. Mia will then get with our web folks to see about adding a payment button to our web page.
After no further discussion, Jeff Beck requested a motion to adjourn the meeting. A motion to approve was made by Mike Starsiak, seconded by Elvira Cerauli and passed.
Individual voting – Mike Starsiak Yes, Mia Kilgore Yes, Elvira Cerauli Yes and Mark Czuba Yes.
Jeff Beck adjourned the meeting at 7:36 pm. Audio copies of meetings available upon request.
NEXT BOARD MEETING IS JUNE 17, 2026, AT 6:30PM
Respectfully,
Mia Kilgore
PHOA Secretary
